Draft Budget 2025-26

Thank you for attending the Committee’s oral evidence session on the Draft Budget 2025-26 on 12 December 2024.

We would be grateful if you could provide the following additional information:

·         Figures for the 2023-24 Final Budget and outturn position, 2024-25 Final Budget and latest in-year position (which includes the First Supplementary Budget and adjustments to the baseline) and the 2025-26 Draft Budget, to enable year-on-year comparisons of budget increases.

 

·         Details of the impact of the National Insurance changes on Welsh public sector organisations falling within the Office of National Statistics definition in 2025-26.

In addition, the Committee would be interested to know whether the Welsh Government has assessed the different impacts that applying the Barnett Formula at 115 per cent, based on need, or 105 per cent, which is the current level applied under the Fiscal Framework, would have on Welsh Government funding levels in this instance.
